British Waterways has proposed becoming a charitable trust as a way of exploring new ways of preserving the 2,200 miles of canals and rivers which it currently looks after. Its chairman, Tony Hales, says the move would provide the organisation with more flexibility in the way it spends its funding and allow greater involvement with communities.
